An unknown man gazes at the river under stormy skies, in a view replete with hulking oil tanks (known as “gasometers”). The highly industrialized riverbanks, particularly through Downtown Los Angeles and the Gateway Cities, have meant that river access and restoration is a complicated undertaking. Nevertheless planners, architects, community members, and elected officials continue to dream of futures for the river that transcend the challenges that the industrialized riverbanks impose.
